GRA Rolls Out New Fuel Levy Rates Starting June 9, 2025

The Ghana Revenue Authority (GRA) has announced revised levy rates on petroleum products, effective Monday, June 9, 2025, following the amendment of the Energy Sector Levies Act, 2025 (Act 1141).

According to a statement issued by the GRA, the updated directive introduces significant increases in the Energy Sector Shortfall and Debt Recovery Levy across several petroleum products, including petrol, diesel, marine gas oil, and heavy fuel oil.

The revised levy rates are as follows:

  • Motor Spirit (Super Petrol): Increased from GHS 0.95 to GHS 1.95
  • AGO/Diesel and Marine Gas Oil (Foreign): Increased from GHS 0.93 to GHS 1.93
  • Marine Gas Oil (Local): Increased from GHS 0.03 to GHS 0.23
  • Heavy Fuel Oil (Residual Fuel Oil – RFO): Increased from GHS 0.04 to GHS 0.24
  • Partially Refined Oil (Naphtha): Increased from GHS 0.95 to GHS 1.95
  • Liquefied Petroleum Gas (LPG): Remains unchanged at GHS 0.73

These new rates will apply to all petroleum products not lifted before June 9, 2025.

However, transitional arrangements have been introduced:

  1. Products lifted by a Petroleum Product Marketing Company (PPMC) before June 9 will continue to attract the old levy rates.
  2. “Cash-and-carry” transactions conducted by PMMCs for products lifted on or after June 1, 2025, will be subject to the new rates.

The authorities communicated the changes through Tariff Interpretation Order (TIO) No. 2025/003, which provides clarity and guidance on enforcing the Energy Sector Levies (Amendment) Act.
