Prez. Mahama Approves Five New Laws To Improve Governance

President John Mahama has assented to five new bills into law, marking a significant move to strengthen governance, education, and economic policy in Ghana.

The newly enacted laws include the Security and Intelligence Agencies Act, 2025; the Growth and Sustainability Levy (Amendment) Act, 2026; the University of Engineering and Agricultural Sciences Act, 2025; the Ghana Deposit Protection (Amendment) Act, 2025; and the Education Regulatory Bodies (Amendment) Act, 2026.

With the Security and Intelligence Agencies Act, 2025, it introduces major reforms to Ghana’s national security architecture. Thus, empowers the president to designate a minister to oversee the National Security Coordinator and abolishes the substantive position of minister for national security. The law also renames the National Investigations Bureau (NIB) as the Bureau of National Intelligence (BNI).

Further, the Growth and Sustainability Levy (Amendment) Act, 2026, reduces the levy imposed on gold mining companies from 3% to 1%, easing the fiscal burden on the sector.

In addition, the University of Engineering and Agricultural Sciences Act, 2025, spearheaded by Education Minister Haruna Iddrisu, paves the way for the establishment of a new public university, with Bunsu in the Eastern Region designated as its main campus.

Moreover, the Ghana Deposit Protection (Amendment) Act, 2025, strengthens the capacity of the Ghana Deposit Protection Corporation to protect depositors against financial losses in the event of a licensed financial institution’s collapse.

Finally, the Education Regulatory Bodies (Amendment) Act, 2026, mandates all existing tertiary institutions affiliated with mentoring universities to obtain a charter within six years.
