Ghana Clears $1.47bn Energy Sector Legacy Debts

The Ministry of Finance has announced that the Government of Ghana has settled legacy debts in the energy sector totaling about US$1.47 billion as of December 31, 2025.

In a statement issued on Monday, January 12, the ministry said the government repaid US$597.15 million, including interest, fully restoring the World Bank Partial Risk Guarantee facility.

In addition, the government also cleared all outstanding gas invoices owed to ENI and Vitol for power generation. These gas-related payments amounted to roughly US$480 million by the end of 2025, bringing Ghana fully up to date on its financial obligations to partners of the Sankofa Gas Project.

Overall, the US$1.47 billion spent during the 2025 fiscal year covered key segments of the energy value chain.
